This document explains how competent authorities should send legally justified requests to SX.org, what legal grounds are acceptable, and what data we may disclose.

All requests from competent authorities are sent via the official SX.org communication channel with the subject "Law Enforcement Request". By sending a request, you confirm your agreement with Terms of Use, Privacy Policy and other legal documents of SX.org.

If you cannot access the site or require urgent communication, send an email. We only respond to requests from authorized employees of competent authorities from addresses in the official domain zones of the respective authorities and with documented authorization.

We consider each request individually and interact within the framework of the Terms of Use, Privacy Policy, applicable legislation, and regulatory requirements. If the letter does not appear in your "Inbox" folder, please check "Spam".

For cross-border requests, indicate valid grounds and documents, including mutual legal assistance agreements, if applicable.

For prompt consideration of the appeal, the request must specify:

  • 1. Clear description of required actions/questions
  • 2. Signed procedural document and/or official letter from a competent law enforcement agency, including:
    • Full name of the agency and legal basis for the request, indicating the court of competent jurisdiction and documented proof of authority.
    • Official contact details: work email and phone.
    • Brief chronology of the incident under investigation and facts of the case. If possible, indicate:
      • SX.org account identifiers: ID/UUID, linked email and phone, if known.
      • Proxy connection data: dedicated/rotating addresses, ports, protocol (HTTP/HTTPS/SOCKS5), target GEO/ASN, timestamps accurate to the second in UTC.
      • Network artifacts: suspect's source IP, User-Agent, session hashes or internal identifiers, if known.
      • Payment details for the operation in SX.org, if applicable: payment method, date and amount of transaction, payment identifier.
      • Total damage assessment and breakdown by episodes for better understanding of the context.
      • Current investigation results, information about the alleged perpetrator and circumstances under which the victim suffered.
  • 3. Clear list of requested actions (e.g., identification of account owner, restriction of service access, etc.)

Scope of disclosure.

SX.org, as a rule, discloses account identifiers, proxy connection data, and billing identifiers. The content of user traffic, its decryption, is not provided unless otherwise explicitly required by the applicable legislation of the relevant jurisdiction.

Notification procedure.

SX.org reserves the right to notify the user of a request, unless otherwise explicitly prohibited by the applicable legislation of the relevant jurisdiction (including a court order/non-disclosure obligation) and does not impede the investigation.

Grounds for refusal.

SX.org reserves the right to refuse to comply or narrow the scope if the document or jurisdiction does not meet the requirements, the request is excessively broad or insufficiently defined, necessary identifiers are missing, execution is technically impossible, or it contradicts the law.
